FHEAN was created as a result of a Visual and Performing Arts Program Review in the State University System (SUS) that was coordinated by former FHEAN Executive Director, John A. O'Connor during 1983-84.
One recommendation of the outside consultants who assisted with that review was that university arts leaders form an advocacy group in order to speak with a united voice on issues that affect the future of the arts in Florida.
Because most of the issues of concern and interest to arts leaders in the State University System are also important to those in private institutions, FHEAN invited leaders from those colleges and universities to join the discussions.
FHEAN held its first meeting on February 27, 1985 at the University of Florida. Since the first meeting, FHEAN has met on all nine state university campuses and at the Florida School of the Arts, University of Miami, Ringling School of the Art and Design, and Jacksonville University.

FHEAN Mission
• To share information, ideas and concerns among the arts disciplines and among higher education institutions in Florida.
• To strengthen college/university arts programs and to enhance the image and importance of the arts on campuses.
• To develop linkages with and provide support for arts education in the elementary and secondary schools of Florida.
• To coordinate with professional arts presenters and advocates in the state of Florida.
• To provide a structure for higher education involvement in the formulation of arts and arts education policy in Florida.
• FHEAN is irrevocably dedicated to and operated exclusively for nonprofit purposes.
